David Pap: In my opinion they need a more stronger SME base.

Dear David, Hartmut Strese received this pre-roposal too from the TU Dresden and gave some oral feedback already (which I do not know of).
Here are few comments from me:
The whole proposal is quite technology-push driven. I understood that the goal is to develop a kind of "master control device" that controls a range of other devices. So, this sounds as it shall be the "all-in-one
device suitable for every purpose"  for which I then would also recommend to include more commercial partners regarding its exploitation.

Only at the end, the role of user organisations is highlighted - so this may already be identified as a point to be strengthened further. Nonewhere in the text, a reference is made to "prevention and management of chronic conditions", but rather the focus is on rehabilitation (what we do not want).
As it is presented at this moment, I have doubts concerning the feasability into the call  - it may fail under relevance.
